My Monstera finally produced a fenestrated leaf after two years of just solid ones. Turns out it needed way more light than I thought—I moved it closer to the window and within a month the new growth came through with holes. I'd honestly given up expecting those iconic splits, so this was a pleasant surprise. If yours isn't fenestrating, that's probably your answer. I have a photo of the leaf if anyone's curious, but the difference in placement really made all the difference for mine.
